In the complex architecture of Ugandan politics, the 11th Parliament stands as a structure tested by partisan friction and heavy executive demands. I sat down with prominent attorney Joshua Okello Patrick to discuss why he views the current Speaker as the “structural core” preventing the institution from cracking.

 

Counsel Joshua explains that in any durable building, a ring beam is the binding force that prevents walls from splitting. Today, Parliament faces the “weight” of immense public expectations and the national budget. He argues the leadership circles the House, holding diverse ideologies together to ensure the structure remains intact.

Ultimately, Joshua insists that protecting this “ring beam” is about safeguarding the 48 million Ugandans the Parliament represents. If the core is compromised, the structure weakens, making the stability of the Speaker’s office a matter of national sovereignty.
