Security agencies operating in the Karamoja and Teso sub-regions have been urged to strengthen their coordination with community leaders and peace structures to achieve stability and lasting peace.
The call was made by Lieutenant General (Rtd) Andrew Guti during a review meeting of Operation Usalama Kwa Wote held on 9 April 2026 at the 3 Infantry Division headquarters in Moroto Barracks.
He attributed the persistent insecurity in the region to leadership gaps and a limited understanding of the historical factors that continue to shape the situation in Karamoja.
The Commander of the 3 Infantry Division, Major General Wilberforce Serunkuma, cautioned security personnel against engaging in counter-accusations, emphasising the need for collective responsibility in addressing operational challenges.
He urged commanders to regularly engage communities through barazas as a way of building trust and sustaining peace.
Other officials at the meeting echoed the importance of vigilance, coordination, and information sharing among security agencies and the local population.
Stakeholders agreed on key measures, including the timely handover of recovered livestock to the rightful authorities and limiting the duration animals are held by security forces.
The meeting brought together senior officials from the Uganda Peoples’ Defence Forces, Uganda Police Force, Anti-Stock Theft Unit, and local government leaders.
